The specimen in this image grace the Victory Parade boulevard in Baghdad.
     It was erected in 1989, after the war with Iran didn't result in a victory, though.
     The hands, so they say, are modelled on (the late) Saddam Hussein's.
     In 2007 the new government of Iraq decided to demolish it, (along with other Hussein's relics,) but following public outcry the demolition was halted the following day.
     Goes to show you how the true meaning of any item fluctuates by it context.
